Heartical.net was designed and built on a voluntary basis by François Palaci, who is also in charge of updating it.
François is a Human Factors Consultant and has an excellent knowledge of the main W3C (World Wide Web Consortium) guidelines and recommendations. He attaches importance that websites he designs conform to those Web standards.
